The full Bracha is made over relatives and people that you know, whose passing causes you pain. Over other people, you say "בָּרוּךְ דַּיָּן הָאֱמֶת", "Baruch Dayan Ha'emes". (Source: Kitzur Shulchan Aruch 59:6)


בָּרוּךְ אַתָּה ה' אֱלֹהֵינוּ מֶלֶךְ הָעוֹלָם, דַּיָּן הָאֱמֶת.


Blessed are You Hashem our God King of the universe, the True Judge.


Baruch Atah Adonai, Eloheinu Melech Haolam, Dayan Haemes.
